A fundamental and interesting prehistory in the context with the CIA:


Im August 1988, wurde der Libysche Staatsbürger Magjid Giaka alias "Puzzlepiece" durch die CIA in Malta als Agent für die Subversion (Untergrundtätigkeit) gegen Libyen angeworben.

Magjid Giaka alias "Puzzlepiece", was not a "Shirker" and a "Liar" as the FBI tries to put him today, it was according to the CIA cables and other indications, the central man at Malta, in the conspiracy against Libya and its orders stand still under national security!
Since in the middle of 1991 Giaka lives under new intentity in the USA... Giaka worked at Luqa Airport between August 1988 and September 1989.

Durch nachweisbare Erkenntnisse ist davon auszugehen, dass Giaka mit seiner subversiven Tätigkeit im Auftrag der CIA, sämtliche unwahren "psychischen" Fakts und die materielle Beschaffungen (Kleider Kauf bei Gauci) etc. in Malta organisiert hatte, damit die USA und U.K., den Staat Libyen und seine Officials, mit dem PanAm 103 Attentat in Verbindung bringen konnte!
Giaka's subversive Vorbereitungen waren 1988, derartig perfekt gewesen, dass es für die USA und U.K. genügend Gründe gab und es wagten, am 14./15. November 1991, je ein Indictment gegen Libyen zu eröffnen...
Heute ist nachweisbar, dass die beiden Indictments gegen Libyen mit unwahren Fakts konstruiert wurden und zum Bumerang gegen die USA und Great Britain werden.

NB: (Giaka hatte mit dem PanAm 103 Attentat nichts zu tun, nur mit der Verschwörung gegen Libyen).

Um Magjid Giaka alias "Puzzelpiece" gegenüber Libyen bis September 1991 zu schützen und von ihm abzulenken, brauchte die CIA eine andere Quelle für die Vorbereitung, Libyen für das PanAm 103 Attentat verantwortlich zumachen! Die CIA Mission "Bollier/Briefing" wurde organisiert...

Nach der Rückkehr von Edwin Bollier (MEBO Ltd) aus Libyen am 20. Dezember 1988, mit den vom "Military Procurement", nicht akzeptierten 40 Stück "Olypus Timer", wurde ich (Bollier) am Freitag, den 30. Dezember 1988, nach einem Coiffeur Besuch ca. um 10Uhr, offensichtlich von einem "alias" Agenten eines Security Services vor meinem Office der Firma MEBO Ltd aufgesucht.
Nach einer kurzen Anrede wollte er mich mit folgenden Worten schockieren: "Er wisse alles", u.a. dass ich nach Libyen 40 Stück MEBO Timer gebracht habe und über Malta nach Zürich zurück gereist sei (was nicht stimmte!) und dass Libyen mit dem PanAm 103 Absturz etwas zu tun hätte... Einige Fragen und Aussagen machten mich stutzig!

Wie polizeilich Überprüft wurde, war Ed. Bollier nicht in Malta! Der Agent wusste zu diesem Zeitpunkt scheinbar noch nicht, dass ich am 20. Dezember mit einem direkt Flug, Tripoli-Zürich, mit Swissair gereist war!

Der Agent legte mir schliesslich nahe, wenn ich nicht in diese Sache verwickelt werden wolle, soll ich einen Brief an den Chief der CIA in Washington schreiben, mit Angaben über meine Reise nach Libyen am 18. Dezember 1988; der Lieferung von 40 MEBO Timer (was nicht stimmte), und was ich in Libyen gemacht hätte; welche Leute ich getroffen habe etc..

Der Brief sollte auf einer Schreibmaschine mit spanischen Schriftzeichen geschrieben werden und mit einem von ihm übergebenen *Stempel signiert, per Post an das USA Konsulat in Zürich überwiesen werden.
*(Der Stempel zeigte ein "handshake").

(NB. Es war für mich sehr schwierig eine Schreibmaschine mit spanischen Zeichen zu organisieren)

Er gab mir zu verstehen, dass bei nichterfüllung seiner Order, er mir garantiere, dass Media Reporter von meinem Office (3. Etage) bis hinunter zur Strasse stehen würden um über diese Angelegenheit zu berichten...

Heute ist davon auszugehen, dass die "Order" einen Brief an den Chief der CIA zuschreiben, von einem zur Zeit noch unbekannten westlichen Polizei oder security Service inszeniert wurde!
Es war mir klar, dass ein Brief dieser Art für mich, meine Firma und Libyen für Konsequenzen haben könnte, deshalb habe ich die Angelegenheit gut überlegt und schon damals eingeplant, Libyen zu gegebener Zeit über diese "Aktion" zu informieren.

Ein Schreiben wurde dann von mir nach langer Überlegung in der Form eines "Fang- Briefes" erstellt. Ich wollte wissen was und wer hinter diesem Auftrag steht?

Den Text in meinem Brief habe ich derartig gestaltet, dass die Immunität der Personen, nach einer zuerwartenden Rückantwort, bekannt wird.
Aus speziellen Gründen überwies ich (Bollier) den Brief, nicht wie verlangt an das US-Konsulat in Zürich/Schweiz, sondern brachte den Brief am 19. Januar 1989, persönlich in das US-Embassy in Vienna Austria.

Die Antwort des "Fang-Briefes" war erfolgreich: Der Security Service CIA, der Name der Ansprech-Person, die Adresse, die Telefon- und die Fax Nummer wurden mir bekannt gegeben, auch die A3, Kommunikations- Kurzwellen Frequenz und die Code Namen (AGU & AGA) wurde bestätigt.

Heute ist bekannt, dass die neue Bestellung Ende 1988, über 40 Stück MST-13 Timer an die Libysche Armee zu liefern, von einer Person, "H.B." gemacht wurde, welche mit dem CIA in Kontakt stand!

Fakts indicate that originally the CIA and an other western intelligence service planned also to involve Edwin Bollier (MEBO Ltd.) together with Mr. Abdelbaset Al Megrahi into the PanAm 103 plot against Libya!

Im Auftrag des selben security Services wurde auch organisiert, dass ich Edwin Bollier, zusammen mit Mr. Abdelbaset al-Megrahi alias (Ahmed Khalifa Abdusamad) mit dem gleichen Air Malta Flug, KM 231, am 20. Dezember 1988, nach Malta reisen sollte!
Diese Ankunft in Malta wäre dann vom Libyan secret service defector for the CIA, Abdul Magjid Giaka, als Beweis aufgezeichnet und fotografiert worden.
Siehe eines der "Cable" mit zum Teil abgedeckten schwarzen Balken, über den Bericht der Ankunft von Abdelbaset al-Megrahi (alias Ahmed Khalifa Abdusamad) in Malta vom 20, Dezember 1988...

Edwin Bollier was told at the check-in at Tripoli airport that his already booked direct flight with Swissair to Zurich on December 20,1988 was fully booked and he should travel via Malta to Switzerland on the same day - the same flight on which Abdelbaset Al Megrahi was booked (*flight KM 231>, on December 20, 1988 from Tripoli to Malta).
According to a new statement (of Ian Ferguson) Megrahi did not know that Bollier was planned to travel on the same flight as he was!

Bollier was suspicious because he didn't see many people on the airport and went to the Swissair Station Manager who told him that there were many empty seats on the Swissair flight to Zurich. So he took the direct flight to Zurich on December 20, 1988. Only Abdelbaset Al Megrahi (alias Ahmed Khalifa Abdusamad) traveled with flight KM 231 from Tripoli to Malta on December 20, 1988.
Therefore Bollier was not in Malta on the same day as Abdelbaset Al Megrahi. The CIA was confronted with a new situation and the same intelligence people decided to involve the station manager of 'Libyan Arab Airways' , Mr. Lamin Khalifa Fhimah, into the complot...

Al Megrahi was instructed by his boss Ibrahim Bishari to travel to Malta on December 20, 1988 for a security order (not in connection with the bombing of PanAm 103)...
On September 14, 1997 former foreign minister, Ibrahim Bishari, died in a car crash in Egypt...

Leider wurden meine massgebenden Aussagen als Zeuge in Kamp van Zeist vorsätzlich nicht mit der nötigen Sorgfaltspflicht aufgenommen, sondern gezielt von Lord Advocate und dem "Defence Team", Duff & Taylor, unglaubhaft dargestellt bezugsweise lächerlich gemacht und mit der Spionage Film Story, "Der 3. Mann" verglichen!!!

FBI Legal Attache Ed. Marshman wurde ab Dezember 1990 von mir (Bollier) persönlich über diese Angelegenheit und den Inhalt meines "Fang-Briefes" an die CIA informiert!

Bei einem neuen Meeting vom 14. bis 18. Januar 1991, in Zürich, wurden die anwesenden Offiziere der Schweizer "BUBO", Beamte des FBI, Beamte der Scottish Police und ubekannte "alias" Personen, von Legal Attache Marshman, über die Angelegenheit der Mission "Bollier/Briefing" mit der CIA aufgeklärt!

Deputi CIO Jim Gilchrist, Scottish Police, machte Marshman (FBI) grosse Vorwürfe, weshalb die Scottish Police von CIA, seit Ende Januar 1989 bis Anfang 1991, über diese Angelegenheit nicht informiert wurde!
Vom vorgezeigten Brief an die CIA, durften die Scots nur den Anfang lesen, die Details wurden von Marshman abgedeckt. Frustration machte sich bei den Scots breit!
Das Libyen Government wurde von mir persönlich im gleichen Zeitraum über die Brief Angelegenheit informiert. Als Beweis legte ich (Bollier) die von der CIA, per Funk übertragenen "Messages", welche damals auf einen RACAL Printer ausgedruckt wurden, allen Interessierten Parteien, inklusive dem "Libya Supreme Court", als Beweis vor.

Meine Aussagen entsprachen bei allen Statements in Libya, bei BUBO, FBI, Scottish Police und am Gericht in Kamp van Zeist der Wahrheit, das erklärt bis heute u.a. mein überzeugtes Engagement die Verschwörung gegen Libyen aufzudecken! Libya und Mr. Abdelbaset al-Megrahi haben nach meinen Ermittlungen mit der Lockerbie-Tragödie absolut nichts zu tun!

Die U.S. und die Scottish Justice, waren spätestens seit Mitte Januar 1991 über die Hintergründe des Bollier/Briefing an die CIA informiert gewesen. Der Inhalt des Briefes war aus bekannten Gründen "nonsense" und somit nicht geeignet um ein "Indictement" gegen Libyen zu kreieren. Trotzdem wurde gegen Libyen, 10 Monate später am 14./15. November 1991, ein Indictment erlassen, mit welchem Libyen von A-Z für die "Lockerbie-Tragödie" verantwortlich gemacht wurde!
Der CIA Brief von Bollier, durfte somit keinen Einfluss auf das Indictment gehabt haben, wenn alles juristisch korrekt und neutral bearbeitet wurde.

Nach den Gerichtsprotokollen von Kamp van Zeist, ist heute ersichtlich, dass hauptsächlich die falschen Zeugenaussagen von Magjid Giaka und das manipulierte zentrale Beweisstück des MST-13 Fragment (PT-35) dazu dienten, Libyen und den Offiziellen, Mr. Abdelbaset al-Megrahi, für die Lockerbie-Tragödie, verantwortlich zumachen.

Man kann sich fragen weshalb der ehemalige FBI Task Force Chief Richard Marquise heute, mit grossem Einsatz und bei jeder Gelegenheit versucht, die Verantwortung, dass Libyen falsch beschuldigt wurde, vorsätzlich auf Bollier's Briefing abzuschieben...

Bei einem Interview mit Dr. Ludwig Debraeckeleer, im Jahre 2008, hatte Richard Marquise erklärt, bis Anfang 1991 nichts über diesen CIA Brief von Bollier, gewusst zuhaben!
Durch einen Kommentar von Richard Marquise persönlich, auf Prof. Robert Black's Bloc, bestätigte er am 11. November 2009, dass er (Marquise) indirekt, seit 1989 über Bollier's Briefing informiert war!

Ausschnitt, Marquise say: "You tend to forget that it was the one and only Edwin Bollier who told us in January 1989 that he believed it to be a Libyan operation".
Was kann man Richard Marqise noch glauben? Weiteren Lügen wurde Marquise im Dokumentarfilm "Lockerbie revisitd" von Regisseur Gideon Levy, überführt, u.a. dass das MST-13 Timer Fragment (PT-35) sei nie in den USA gewesen etc!

Ein unmoralisches Angebot:
Es darf nicht vergessen werden, dass im Februar 1991, nach einer Einladung Edwin Bollier's ins Hauptquartier der FBI in Washington, Richard Marquise, up to US$ 4 Millionen offerierte, wenn ich (Bollier) auf einem Polizeirapport bestätige, dass das MST-13 Timer Fragment von einem nach Libyen gelieferten Timer abstamme!!!

Überlegung und offene Frage: Macht sich der ex FBI Task Force Chief Marquise durch seine Lügen etc. selber verdächtig eine führende Persönlichkeit bei der Planung einer Verschwörung gegen Libyen, im Lockerbie-Fall, gewesen zu sein?
Offensichtlich fällt auf, dass Marquise jede neue Beweislage auf eine arrogante Art abwehrt und mit schwachen Argumenten und Behauptungen, seine fragwürdigen Untersuchungs-Ergebnisse verteidigen will!
Auch zu den kriminellen Manipulationen seines Kollegen, ex FBI Experte Tom Thurman, nimmt Marquise eine abwehrende und beschützende Stellung ein...

Die Chronology No.2 ist fundiert auf der Überarbeitung sämtlicher Gerichtsaufzeichnungen (Zeugen Aussagen, Dokumente, Fotos etc. aus dem Prozess (2000) in Kamp van Zeist).
Im Kontext mit "the crucial Evidence", the MST-13 Timer Fragment (PT-35) und ergänzend mit neuen massgebenden Erkenntnissen, sollen die kriminellen Machenschaften verschiedener Offiziellen, nach neustem Wissen, aufgedeckt werden!

Die Chronologie No. 2, zusammengestellt von Edwin und Mahnaz Bollier, MEBO Ltd, soll beweisen, dass das einzige fragwürdige Indizien-Beweiststück PT-35 (MST-13) im "Lockerbie-Fall", nicht mit Libyen und Mr. Abdelbaset al-Megrahi, in Verbindung gebracht werden kann!

Der von Offiziellen, vorsätzlich manipulierte Werdegang des MST-13 Timer Fragment (PT-35), welches den "crucial" Beweis herstellen sollte, um Libyen in das PanAm 103 Attentat zu verwickeln, begann mit einem nachträglich umgeänderten Text auf einem Polizei Label No. PT-95, mit Datum vom (13.) bezugsweise 17. Januar 1989! (Photo 117)

MEBO Comment, 1:

An folgenden Datums, 17. Januar 1989; 12. May 1989 und 15. September 1989, existierte noch kein Fragment eines MST-13 Timer weder noch Fotos mit der Abbildung des MST-13 Timer Fragments!

*Das MST-13 Fragment wurde erstmals Anfang Januar 1990, von Experte Allen Feraday (RARDE) erfasst, photografiert und als PT-35 registriert!

*Abgestützt auf ein Fax-Dokument vom 12. Januar 1990, welches von forensic examiner, Allen Feraday an den Scottish Senior Investigating Chief Stuart Henderson (SIO) übermittelte.
Dadurch wird der Betrug über das MST-13 Fragment (PT-35) ersichtlich:
Sämtliche Examinations Unterlagen, Rapporte, Labels, Memorandums etc., welche sich mit dem MST-13 Fragment (PT-35) vor 1990 befassen, sind u.a. von Feraday und Dr. Thomas Hayes, (RARDE) gefälscht oder manipuliert worden!!!

- Polizei Label PI-995, manipuliert (org. PT-95 auf PI-995 ergänzt, Article: "cloth" (charred) was altered into "DEBRIS" (charred) und hat nichts zu tun mit dem MST-13 Fragment;

- Examinations Seite No. 51, vom 12. Mai 1989 (nachträglich zugefügte Zusatzseite), wurde manipuliert und zum Teil gefälscht

- Examinations Seiten numbers, 51 to 55, were overwritten by Dr. Hayes with no. 52 to 56;

- Memorandum vom 15. September 1989 von Feraday an Insp. William Williamson, nachträglich neu geschrieben, Betrug;

- Polizei Label DP 137 von Dumfries & Galloway Constabulary, Datum vom 10. September 1990, auf 15. September 1989, abgeändert;

- Fotographie Label PI-995, 8932, manipuliert, Fotomontage und gefälschtes Datum;

- Zeugenaussagen von Dr. Hayes und Allen Feraday, Insp. William Williamson zum Teil unrichtig, Lügen.

Detail Erklärung:

1. Mit dem manipulierten Polizei Label PI-995 (bevor bezeichnet als PT-95), wollte man vortäuschen, dass das aufgefundene "DEBRIS" (charred) Material bereits am (13.) 17. Januar 1989, von der Polizei an RARDE abgegeben wurde. (It was logged at Dextar on the 17th of January 1989).

Das Material wurde dann angeblich erst am 12. Mai 1989 von Feraday sortiert und examined. Auf der mysteriösen Examinations Seite No. 51, wurde das Material von Dr. Hayes aufgelistet.

2. Unter anderem wurde unter der Rubrik PT-35, a), b), c), d), unter b), a fragment of a green colored circuit board aufgelistet und auf einer Photo, Ref. PP 8932, PI-995 festgehalten. Nach der Abbildung handelte es sich um das MST-13 Timer Fragment, bereits zu diesem Zeitpunkt, als PT-35 markiert!

3. Allen Feraday wollte fünf Monate später am 15. September 1989 mit einem fragwürdigen Memorandum, Inspektor William Williamson informieren, dass ein wichtiges Fragment seine Probleme lösen könne...

Die beiliegende Photographie zeigte, dass es sich um das original MST-13 Timer Fragment, mit dem Letter "M" handelte, welches ebenfalls auf der Photo, Ref. PP 8932, PI-995, (rot eingekreist) abgebildet ist!

4. Anfang Januar 1990, Feraday sendet ein Telefax zu Investigation Chief (SIO) Stuart Henderson:

From "Logbuch", of ex FBI task Force Chief, Richard Marquise, *Scotbom, "Evidence and the Lockerbie Investigation", it became admits that of expert Allen Feraday (RARDE) an unknown Circuit board was found, in a slalom shirt >>>

*Excerpt:

Williamson said that Allen Feraday, the forensic examiner, hat sent a fax to Henderson in January 1990, about items he found blasted into a Slalom shirt. The most significant item was a fingernail size chip, green in color, with solder for a circuit on one side only. This chip became known as PT-35, the evidence designation placed on it by the Scots. He spoke of the efforts which led us to MEBO, one familiar to the Swiss.

Cretton* expressed his concerns and those of Bollier. The first was that the CIA had planted the chip in the wreckage found at Lockerbie. Henderson and I told him this thought had also crossed our minds. Neither of us believed the CIA or any government official would do such a thing, but we had discussed the possibility. Henderson was convinced of the veracity of PT-35, the way it had been found, logged in and the fact it had not been identified even by the forensic examiners until January 1990. +++ (end)

This, by ex FBI task Force Chief, Richard Marquise, admits nascent fax, from 12 January 1990, (an important piece of evidence) to the Defence team of Abdelbaset Al-Megrahi, at the court in Kamp van Zeist, was suppressed!!!
Only by the SCCR' Commission was uncovered these faxes of Feraday, addressed to the Investigating Chief (SIO) Stuart Henderson!

For police investigations, from this original MST-13 fragment, was provided by RARDE, a Polaroid photo no. 334. The picture shows the MST-13, fragment, before forensic changes.
This photo of the original MST-13 fragment, must be respect as crucial defence proof for Libya and Mr. Abdelbaset al Megrahi!
The photo No. 334, was made at the beginning of January 1990, bei RARDE, and had received later the first time the part. no. PT-35.

From the technical characteristics on the MST-13 fragment, MEBO could recognize free of doubts that the fragment descended from a brown hand-made prototype and was from a not functional MST-13 circuit board. Since the fragment (carbonize) had charred black, the brown color can among other things to be determined, by the not perfect soldering courses and the sawn out of the corner = "curve". This original MST-13 fragment was with a letter "M" designated.


The criminal manipulation of the police label (Lothian and Borders) was the foundation for the fraud with the MST-13 timer fragment (PT-35):

Why the Scottish Justiciary wants obviously the criminal facts of U.K. Officials in the case of Lockerbie do not clear up and confirm, which Libya and Mr. Abdelbaset Al-Megrahi absolutely can relieve?

Proof free of doubts falsifications in a particularly heavy case, fabricated of U.K. Officials, was accepted by the Scottish court in Kamp van Zeist;

The found fragments of the PanAm 103 Crash, around Lockerbie, were provided in each case approximately with a POLICE LABEL. The found material was marked (under article) with a MARKING (code) and signed with date, of two police official.

Court Kamp van Zeist: Day 6, page 966:

+++ On the 13th of January 1989, Witness number 257, Mr. Thomas Gilchrist recovered Label 168, which was known as PI-995, a fragment of grey Slalom shirt. +++ end

MEBO uncovers as example, the following case:

LABEL No.168; Article: a fragment of grey Slalom shirt, with the MARKING as PI-995; Date 13th of January 1989; signature from Thomas Gilchrist and unknown.

Willful falsification:

5. The MARKING, PI-995, of a fragment of a grey Slalom shirt, was remodeled then abused, for a police LABEL as NUMBER, PI-995!

6. Dr. Thomas Hayes and Allen Feraday (RARDE) needed some similar police Label, with date of January 13th, 1989, also for a criminal act against Libya ! Therefore the original police Label No. PT-95, was changed/falsified as follow:

- This police Label no. PT-95, became Label no. PI-995;
- The date, 13th of January 1989 (down left) remained existing and became supplemented with the date, 17th of January 1989;
- The word "cloths", (charred), for the Article, became with the word "DEBRIS" (charred) overwritten!

7. To demonstrate the liabillity the Label was later additionally signed by 5 further officials: Dr. Thomas Hayes; Allen Feraday; Derek Henderson; Ron McManus and Cal Mentoso.
MEBO Question: Did these people had to take the responsibility on themselves, if the criminal fraud would be noticed? And did each official have to secure himself face to face from the others? It is strange and not normal that the altered police Label no. PI-995 was signed by 7 officials...
(Lord Advocate Fraser's order was that police Labels must by signed by 2 officials).

8. Dr. Hayes needed the manipulated police Label PI-995, for his mysterious eximination auxiliary side no. 51, from 12th of May 1989!
With this Label PI-995, expert Dr. Hayes marked only one plastic bag with contents.
From contents inside the plastic bag, Ref. PP'8932, was registered various material, which was found allegedly in Lockerbie by the police:

Among other things, a portion of the ? neckband of a grey? short, severely explosion damage localised penetrations and blackering. etc.;
Under the marking PT-35, a) several fragments of black plastics;
Under the marking PT-35, b) was an unknown "fragment of a green coloured circuit board", was registered and depictured on Ref. PP 8932, PI-995;
Under the marking PT-35, c) small fragments of metal + wire.

9. On the original photo Ref, PP 8932, PI-995, the red encircled fragment shows not a green MST-13 circuit board fragment designated as PT-35, but a brown coloured fragment from a prototype.
The first evidence photography together with photo no. 334, shows the fragment of the circuit board in the original condition, before forensic sawing into two parts. (part. no. 353 = PT-35 (b); and part. no. 419 = DP-31(a).)
The fragment comes from a MEBO prototype timer MST-13 circuit board, brown coloured and has a in-scratched, well visible letter "M" on it.

10. The fragment from photo Ref. PP 8932, PI-995 and photo no. 334, was -as can be proved-, (determined of visible technical characteristics) not green coloured, but brown! The delivered MST-13 timer to Libya were equipped with green circuit boards.
Thus the MST-13 fragment (PT-35) cannot be brought in connection with MST-13 timers, supplied to Libya!

11. Dr. Hayes needed the altered label PI-995 in his falsified eximination report side no. 51, dated of May 12th 1989, to bring into the MST-13 fragment, as PT-35. The original side numbers, 51 to 55, were overwritten by Dr. Hayes with no. 52 to 56!
To the memory: Allen Feraday had discovered the MST-13 Fragment for the first time on 12th of January 1990 and Dr. Hayes booked back the date to May 12th 1989!!!

12. On following date, 17th January 1989; 12th May 1989 and 15th September 1989, existed still no fragment of a MST-13 timer neither still to photos with the illustration of the MST-13 timer fragment ! The fragment was seized for the first time, photographed at the beginning of January 1990, by expert Allen Feraday (RARDE) and registered as PT-35!

Referring to fax document from 12th of January 1990, Allen Feraday, the forensic examiner, hat sent to Scottish senior Investigating Chief Stuart Henderson (SIO), about a circuit board (PT-35) he found blasted into a Slalom shirt.
Thus the fraud becomes evident over the MST-13 fragment (PT-35): All Examinations documents, like reports, label, memorandum etc., which the MST-13 fragment (PT-35) was published before 1990, are willful, manipulated or falsified among other things of Feraday and Dr. Thomas Hayes, (RARDE)!!

This, by ex FBI task Force Chief, Richard Marquise, admits nascent fax, from January 1990, (an important piece of evidence) to the Defence team of Abdelbaset Al-Megrahi, at the court in Kamp van Zeist, was sup-pressed!!!
Only by the SCCR' Commission was uncovered these faxes of Feraday, addressed to the Investigating Chief (SIO) Stuart Henderson!


The refined swindles with manipulated police labels and photo, with the fragment one T-shirt "Slalom" make, and one circuit board PT/35 = (MST-13 timerfragment) in connection:

Am 22. Juni 1989 wurde von Ing. Ulrich Lumpert, ohne Wissen der MEBO Ltd. Besitzer Meister & Bollier, ein Prototype Circuit Board MST-13, an die Schweizerische Bundespolizei (BUPO) übergeben. (siehe Affidavit vom 18. Juli, 2007).
Angeblich war das PC-Board für eine Untersuchung der 'Scottish Police' vorgesehen.
MEBO Ltd beweist, dass das angeblich in Lockerbie aufgefundene Fragment eines MST-13 Timer, von einem braunen MEBO Prototype Circuit Board fabriziert wurde, welches nicht von einem der 20 Stück nach Libyen gelieferten grünen MST-13 Timer abstammt!
Somit kann das "Bomb-Bag" (IED), nicht von einem MST-13 Timer aktiviert worden sein, welcher den Absturz der PanAm 103 verursachte und Libyen mit dem Attentat in Verbindung brachte!

Am 26. Juli 1989 (34 Tage später) bekam der Experte Allen Feraday von USA via (RARDE) Informationen über eine mögliche Einbeziehungen eines MST-13 Timer, welcher die Explosion auf PanAm 103 aktiviert haben könnte...
In Feraday's report 181, page 131 is written: *This fragment, (PT/35 (b), represents the only recovered piece of the modification to the Toshiba radio which would have been necessary to convert it into a delayed-action bomb.
It is known that MEBO MST-13 timers have previously been recovered in association with explosives and other terrorist equiment".

And if you turn to your report at page 169, on the foot of the page, and your conclusion, the last sentence beginning on that page, you report: "The MST-13 timer has previously been used in improvised explosive devices." Again, Mr. Feraday, is that something that was reported to you, or is it a matter within your own direct knowledge?

A-- It's something which again is contained in a report that's submitted to me.

Q-- I see. And who submitted this report to you, Mr. Feraday?

A-- I think -- I don't know where the report actually came from, but I think -- it was drawn up in America somewhere and then was sent to Fort Halstead, and then it eventually found its way to me.

Q-- I see. Could you turn back to your file, Production 1498. This is a document which is not on the Flip Drive, but is in the production, My Lords. It's towards the very back. And it's a letter of 26th July 1989 from the Lord Advocate copied to, amongst others, RARDE, some 13 or 14 pages on from the index, which is marked in Your Lordships' hard copy. Do you have that, Mr. Feraday?

A-- Could you -- I have my file. Could you explain the document that you are looking at?

Q-- Yes. It is headed up by a cover sheet of 26th July, which identifies RARDE and says: "The attached communication from the Lord Advocate, dated 26th July, is referred to you for information and any necessary action."

The found fragments of the PanAm 103 Crash, around Lockerbie, were provided in each case approximately with a POLICE LABEL. The found material was marked (under article) with a marking code and signed with date, of two police officials.

Um eine falsche Darstellung von den Zeugen Dr. Hayes und Allen Feraday (RARDE) vorzutäuschen, dass das PT/35 Circuit Board (MST-13) sei erst am 12. Mai 1989, im "Slalom" T-shirt Fragment, bei RARDE entdeckt worden, wurden folgende kriminelle Handlungen ausgeführt:

Auffällig ist, dass kurz vor der Beendigung des ersten Teil der "Examination Notes", von Dr. Thomas Hayes, mit dem Label PT-90 bezeichnete wurde. Allen Feraday bezeichnete seine "examination notes", mit Label PT/91.
Feraday vernichtete die Label: PT/92; PT/93; PT/94; (PT/95); PT/96; PT/97; PT/98; PT/99 !!!

Dr. Thomas Hayes and Allen Feraday needed some similar police Label, with date of January 13th, 1989, also for a criminal act against Libya! Therefore the original police Label No. PT/95, was changed/falsified.

Warum wurde von Dr. Hayes und Allen Feraday, das Datum 13. Januar 1990, des angeblich in einem Slalom Shirt aufgefundenen MST-13 Fragments (PT-35) auf das Datum 17. Januar 1989 und die Examination auf den 12. Mai, 1989 umgebucht?
Zur Erinnerung: Um diese Umbuchungen glaubhaft zumachen musste erstens das Polizei Label PT-95 auf PI-995 verändert und das Wort "clots" mit "DEBRIS" überschrieben werden!
Zweitens die Examinations Seite No. 51, in Dr. Hayes Rapport, gefälscht und zusätzlich eingesetz werden. Die original Seiten No. 51-55 mussten mit No. 52-56 überschrieben werden!

Drittens das Memorandum, geschrieben von Allen Feraday für Insp. William Williamson, auf das Datum 15. September 1989, neu geschrieben werden. Das original Memorandum musste das Datum vom 10. September 1990 gehabt haben, dies abgestützt auf das Polizei Label "DP 137", von Dumfries & Galloway Constabulary. Dieses Label wurde nachträglich ebenfalls auf das Datum 15. September 1989 umgeändert!
Wieso wurde dieser Aufwand gemacht?

Es unterstützt die Tatsache, dass die oben genannten Fälschungen und Umbuchungen einen kriminellen Zweck dienten, denn es hätte keine Rolle gespielt, wenn die "MST-13 Fragment Story" (PT-35) wie laut dem übermittleten Fax an Insp. Suart Henderson, ab 12. Januar 1990 begonnen hätte...

A-- Maybe, but I remember that the bill was 77.
Q-- Well, I don't know that we'll fall out over one Maltese pound, Mr. Gauci, but you did a calculation for the police, didn't you?
A-- Yes.
Q-- All right. Now, the police, once they had completed that statement, and it may be important that we deal with it in terms of this statement, because the same pattern follows in other ones, you had seen Mr. Bell write down on a sheet of paper what it was that you said; is that right?

A-- What do you mean, write down on the paper?

A-- The brown one?
Q-- No, the actual witness statement itself. Yes. Now, those are all pages from that occasion, the 1st of September of 1989, and you've signed at the foot of all the pages?

Q-- [Microphone override] -- I'm trying to work out what happened. Would I be right in thinking that Mr. Bell wrote down on those pieces of paper, and at the end he read out what he had written and askedyou to sign it?

Mit dem fehlenden "Slalom" T-Shirt Verkauf von Mr. Gauci, ist eine weitere kriminelle Machenschaft aufgedeckt worden. Diese Tatsache schürt den Verdacht, dass das Fragment eines "Slalom" T-schirt, vorsätzlich zusammen mit den anderen fragwürdigen Beweiststücken, von einem "Offiziellen" organisiert und bereitgestellt wurde...


Mebo's answer:
Nach dem Besuch der Schweizerischen Bundespolizei (BUPO) bei MEBO am 23. März 1990 war klar, dass das auf einer Polaroidfoto abgebildete original MST-13 Fragment (PT-35) gemäss technischer Merkmale und dem eingekratzten Buchstabe "M", von einem braunen Circuit Board Prototype abstammte.

Diese Erkenntnis wurde der Scottish Police übermittelt, deshalb wurde am 27. April 1990, die Firma Siemens in München besucht. Dort wurde das original MST-13 Fragmen (PT-35) geprüft und aus forensischen Gründen in zwei Teilstücke zersägt. Der grössere Teil bekam die No. 353 (PT-35(b), der kleinere Teil No. 419 (DP-31(a).
Es wurde klar, dass das Fiberglas Board aus einem standard 8 Lagen Fiberglas bestand und somit von einem Prototyp PC-Board abstammte! Solche braunen Circuit Boards waren nicht in den nach Libyen gelieferten MST-13 Timer eingebaut.

Um Libyen mit einem Timer mit dem PanAm 103 Attentat in Verbindung zubringen wurde wie in Doc. 726, Chronologie 1, beschrieben, bei Scottish Police ab 12. Mai 1990 auf ein grünes Duplikat MST-13 Fragment gewechselt. Dieses bestand aus einem maschinell gefertigten "Thüring" Circuit Board mit 9 Lagen Fiberglas, grüne Farbe.
Um sich zu informieren, reiste Insp. Williamson im July 1990, nach Senegal um einen von Libyen an Senegal gelieferten original MST-13 Timer zu vergleichen.

Nach der Rückkehr aus Senegal muss Insp. Williamson übereuzeugt gewesen sein, dass er mit dem ersten braunen original Prototyp MST-13 Fragment (PT-35), Libyen nicht mit dem PanAm 103 Attentat in Verbindung bringen kann.
Bevor Mr. Williamson Ende September 1990 in die Schweiz zu einem Meeting reiste, löste der Experte Allen Feraday sein Problem, indem er Williamson das bereits bekannte Memorandum vom 10. September 1990, mit Polaroid Fotos überwies. Siehe Prod. 333, mit manipulierten Datum vom 15. September 1989!

Q- Did Mr. Feraday tell you who had discovered this fragment of green cirquit board?
A- No, sir.
Q- I see You're quite sure about that?
A- I always assumed it was him himself. I never gave it any further thought.
Q- Now, I think you said that having received details of this fragment, you became involed in the police investigation to identify the origins of the fragment, is that right?
A- That's correct, sir,yes.
Q- And these investigations led you to MEBO and to the MST 13 timers that have been referred to in your evidence?
A- Yes, sir..
Q- And were you, during 1990, effectively in charge of the part of the police investigation concerned with the identification of the fragment and the identification of the manufacturer?
A- Yes, sir. But under the control of the senior investigating officer and his deputy.
Q- Of course. But it was an area in which you became personally involved, was it not?
A- Yes.
Q- And you've told us you went to the United States of America, and a Mr. Thurman showed to you first of all a photograph and then an actual timer marked as an MST 13 timer?
A- Yes.
Q- And you mentioned in your evidence that you then arranged to go to Senegal in July of 1990?
A- Yes.
Q- And were the Americans that you had seen in relation to the MST 13 timer aware of your intended visit to Senegal?
A- Yes.
Q- And I think you told us that when you arrived in Senegal, Mr. Thurman and a number of other Americans were leaving?
A- Not Mr. Thurman, sir. If I said that, it's a mistake Mr. Marshman and Mr. Bolcar.
Q- I think you mentioned a Mr. Bolcar?
A- Bolcar and Marshman.
Q- I thought you had also mentioned Mr. Thurman.
A- If Idid, that's a mistake. He wasn't there.
Q- Were there just the two Americans that you met?
A- Yes.
Q- And that you say that as you arrived, they were in the process of leaving Senegal?
A- That's right, Sir. The same morning I arrived, they left.
Q- And was it apparent why they had been in Senegal?
A- Yes.
Q- And why had they been there?
A- To make investigation into an incident which had occurred earlier in, in February 1988.
Q- And was it apparent that these American personnel had in fact been in contact with the people with whom you were going to make contact in Senegal regarding the MST 13 timer?
A- Yes, sir.
Q- So they had, in effect, been there ahead of you, if you like?
A- Yes, sir.
Q- Now, you mentioned that you then received information that MEBO was the manufacturer, or might be the manufacturer, of the MST 13 timing device?
A- Yes, sir,
Q- Do you recollect where that information came from, Mr. Williamson?
A- Yes, sir. From Mr. Gilchrist, the deputy senior investigating officer.
Q- And do you know where Mr. Gilchrist received that information from?
A- I don't, sir, no.
Q- What I'd like to do is refer you to an account of certain matters in respect of your visit to Switzerland and then to ask you certain questions as to your state of knowledge.
A- Yes, sir.
Q- And if I can just quote this following account: " In early September 1990, members of the Scottish Lockerbie inquiry team, together with officers of the British Security Service, were making arrangements to travel to Switzerland.
Their intention was to meet members of the Swiss police and intelligence service. The purpose of the meeting was to take forward a line of inquiry suggesting that the company MEBO might have been the manufactures of the MST 13 timing device. Such a device had already been identified as forming part of the improvised explosive devise responsible for the destruction of PanAm 103.
Prior to the departure of these officers, a request was made by CIA to the British Security Service to deter or delay"-- I'll read that again--" to deter or delay the members of the Scottish Lockerbie inquiry team from making the visit. "This request was refused, and the visit proceeded as planned. Separately, officers of the CIA met with the Swiss police and intelligence service on the day before the visit made by the Scottish Lockerbie inquiry team and the British Security Service."

Q- Now, Mr. Williamson, were you made aware of these steps to deter or delay the members of the Scottish Lockerbie inquiry team from making the visit to Switzerland?
A- Absolutely not, sir.
Q- These were never disclosed to you?
A- I have no knowledge of that information you've just read out wathsoever.
Q- Was it disclosed to you that the day before you met with the Swiss police and intelligence services on the first visit the CIA had already met with them? Mr.TURNBULL: Don't answer that.----
Q- Mr. Williamson, do you know of any other police officers involved as members of the Lockerbie inquiry team who visited Switzerland for the purposes of identifying wheter MEBO were manufacturers of the MST 13 timer other than yourself?
A- Could you repeat that question?
Q- Yes, It wasn't a very good question, Mr. Williamson. In the period in the latter part of 1990, when you were going to make inquiries in Switzerland as to wheter MEBO were the manufacturers of the MST 13 timer, are you aware whether any other police officer who was a member of the Scottish Lockerbie inquiry team made a separate visit to Switzerland to the one you made?
A- Yes, I am aware of that, sir. Yes.
Q- And do you know when this other visit was made?
A- No, sir. But it was prior to my visit.
Q- And do you know when this prior visit was made to Switzerland?
A- The exact date, no, I have no idea, sir.
Q- I see. Did you meet with Swiss police when you went to Switzerland?
A- Yes, sir.
Q- Do you know if members of the Swiss intelligence service were also present at such a meeting?
A- No, sir. Q-You -don't know, or they weren't?
A- Well, they weren't identified as such, sir, if any person was there.
Q- Was it disclosed to you that prior to your visit, the CIA had met with the Swiss police and intelligence services?
A- No, sir.
Q- Was it ever disclosed to you why the CIA might have wanted to deter the Scottish Lockerbie inquiry team from making their visit to Switzerland?
A- No, sir, I didn't ever know that they did do.

MEBO's Commentary, September/October 1999:
MEBO, Meister and Bollier had been prevented for almost 10 years from viewing the orginal alleged MST-13 timer fragment. Permission was only granted to visit Dumfries (office of Procurator Fiscal: Mrs. M. Watson) to view said fragment in the fall of 1999.The fragment was then presented to us in two parts. The larger part no. (PT/35b) was from an industrially manufactured Thüring-PC board for MST-13 timers, one side treated with solder-stop lacquer and formed of 9 layers of fiberglass (without marking "M")
The lacquered solder-stop surface was faint, showing no abraison traces, the frontsides and the half-round edge were highly polished and clean-cut!- This smaller fragment no. (DP/31a), was from a light-brownish, hand-made prototype MST-13 PC-board without solderstop lacquer on boths sides and counting 8 layers of fiberglass only, without any abraisive spots! One front-side was burnt and two parallel solder-tracks were well visible. Bollier had been told that both fragment-sections had been prepared for the then forthcoming Kamp van Zeist trial, therefore having been placed into separate vials. Yet, despite the objection of several police-officers who were present during the September 1999 presentation of the fragments in Dumfries, the vials' seals were then broken on orders of Mrs. Watson (see: police-report from the Scottish police).

L.: Would you have a case if you wouldn't have these evidence (MST-13 timer)? R.M.: Would we have a case. It would be a very dificult case to prove. It would be a very dificult case to prove ... I don't think we would ever had an indictment. And he said also: But I can tell you that now money was paid to any witness, any witness prior to the trial. No promise of money was made to any witness prior to the trial. G.L.: And was there paid any money after he trial? R.M.: I'm not gonna answer that.
And he said: If someone manipulated evidence, if somebody didn't invesitgate something that should have been investigated, if somebody twisted it to fit up Megrahi or Fimah or Libya, then that person will go to jail. I mean that sincerely, that person should be prosecuted for that.
