Subject 'Lockerbie Case'
Good Day
I am writing to you concerning the "Lockerbie case". Although the tragedy of PanAm 103 crash, over Lockerbie, happened 27 years ago in 1988, the investigation is still ongoing.
I am Edwin Bollier, swiss citizen, owner of Mebo AG, Zurich/Switzerland. Mebo AG, manufactured MST-13 Timers. A small fragment of such a timer was allegedly found among the debris in Lockerbie.
| The verdict of the court in Zeist/Holland came to the conclusion, that a MST13 timer delivered to Libya triggered the bomb on board of PanAm 103. I was invited to the court as a witness. After seeing the fragment, I testified that the fragment was manipulated. Unfortunately the court did not believe my serious allegation. I never ceased to continue investigations about and around the fragment. After a long judicial battle I was finally allowed to review documents, at the Swiss Federal prosecutor's office. |

Unfulfilled quest in the Lockerbie case.
At an early stage of Ken Dornstein's planning of the film "My Brother's Bomber", MEBO have asked Ken to make an effort in order to get access to the MST-13 timer fragments (PT-35/b) and (DP-31/a) in Scotland. He said that he already made an unsuccessful attempt. He wrote in a mail end of November 2012: "I will look for the email from the Crown Office. I can't recall if I specifically asked to see the timer fragment. I was interested in access to evidence and "productions" in general and they gave me their general argument for refusing."
Mebo encouraged Ken Dornstein to apply again at the Crown Office and file an official request to film the MST-13 fragments. He thought it would be a good idea to try again, and to do it officially. As a brother of a victim " on a mission to find the truth " there was confident hope that he would break the wall and obtain permission to film the crucial pieces of evidence.
Bad news from Ken Dornstein came by mail in July 2014: "I have tried to get access to any evidence held in Scotland - even things much less sensitive than the fragment - and they won't allow it. They still believe that they need to preserve the evidence in case of another trial, or at least that's what they say. But, trust me, I haven't given up either!"
Mebo knows from another professional UK filmteam that the access to the original MST-13 fragments was stonewalled... The reasons for the denials do not make any sense. The filmmakers would just have filmed the fragments - without touching them... Edwin Bollier suspects that the Scottish authorities have "something" to hide.

Ken Dornstein's propaganda film "My Brother's Bomber" is a tempest in a teapot.
The Lockerbie case is finally back in the news, triggered by Ken Dornstein's filmdocumentation "My Brother's Bomber". The CROWN Office and the FBI once again declared that the search for truth in the Lockerbie case is still an ongoing operation... The case is definitely not closed.
The latest development... "The Lord Advocate has, issued an International Letter of Request to the Libyan Attorney General in Tripoli which identifies the two Libyans assuspects in the bombing of flight Pan Am 103. The Lord Advocate and the US Attorney General are seeking the assistance of the Libyan judicial authorities for Scottish police officers and the FBI to interview the two named suspects in Tripoli.
Do not forget: Suspects are Suspects - neither accused nor perpetrators ...
Both suspects are currently held in a Libyan prison for various reasons. They should be transferred as soon as possible to the ICC in The Hague. There they can expect fair judicial treatment. Evidence will either prove: Their innocence or their involvement in the Lockerbie case...
Much more important is the discovery to the evidence fraud, against Libya, with the manipulated MST-13 timer fragment (PT-35)!

November 2014 im Verfahren gegen den Bundespolizisten und heutigen Mitarbeiter des Nachrichtendienstes (NDB) Peter F.

Wird die schweizer 'Lockerbie Affäre' ein Vorkommnis von grosser politischer Tragweite ? für (PUK)?
Schande für die Schweiz - dass ein ehemals stellvertretender "Generalbundesanwalt" von Carla Del Ponte - (Felix Bänziger) für die gesamte Schweiz ernannt (1. Aug. 1996 bis 2000) - vom Bundesstrafgericht Bellinzona, wegen BEFANGENHEIT im "Komplex Lockerbie" - in den Ausstand treten muss !
Nach der Eröffnung einer Ermächtigungsverfügung des Eid. Justiz- und Polizeidepartements, 'EJPD', am 17. März 2014, im Rahmen von Vorabklärungen im Kontext einer Staatshaftungsklage - im Zusammenhang mit dem "Lockerbie Attentat" (PanAm 103 im Jahre 1988) - hat das 'EJPD' gegen einen Mitarbeiter des Nachrichtendienst des Bundes (NDB) - die Ermächtigung zur Durchführung eines Strafverfahrens erteilt.
Das 'EJPD' und Staatsanwalt Felix Bänziger (AB-BA), haben offenbar vergessen, dass die Strafanzeige auch mögliche unbekannte Bedienstete mit einbezog.
Ungeachtet der Tatsache, dass am Ende der Ermächtigungsverfügung, unter Rechtsmittelbelehrung erklärt wurde: Dieser Entscheid ist endgültig (Art. 15 Abs. 4 VG) machte der Anwalt des Angeklagten, P. Steinegger, am 18. März 2014 Einspruch.
Daraufhin sistierte Felix Bänziger, das beginnende Verfahren. Es dauerte rund 6 Monate, bis der Präsident des Verwaltungsgericht St. Gallen, Markus Metz, als Einzelrichter, am 29. Oktober 2014, eine 13 Seiten umfassende Zwischenverfügung erstellte - und am 30. Oktober 2014, ein 8 seitiges Urteil, zugunsten MEBO AG, erliess !
U.a. wurde nach 6 Monaten, was für einen Dilettanten nach lesen der Rechtsbelehrung sofort klar war, in Abs. 1.3 von Markus Metz festgestellt, dass die vom Beschwerdeführer erhobene Beschwerde ein offensichtlich unzulässiges Rechtsmittel darstellt, weshalb darauf im einzelrichterlichen Verfahren nicht einzutreten ist (vgl. Art 23 Abs. 1 Bst. b VGG). Für MEBO AG & Edwin Bollier, eine weitere vorsätzliche Rechtsverzögerung und eine Blamage für die Justiz, gegen eine klare Rechtsbelehrung ...
Die Sistierung wurde schriftlich von Felix Bänziger, am 4. November 2014 von Bänziger aufgehoben. 13 Tage später, am 17. November 2014, erliess Bänziger eine Nichtanhandnahmeverfügung (act. 1.2) einer Strafuntersuchung gegen den Mitarbeiter des Nachrichtendienstes Peter F. !
Aufgrund von Akten, die dem Beschwerdeführer MEBO AG & Edwin Bollier, nach einer Beschwerde, erst (2014) in Bern zu Gesicht gekommen sind, wurde gegen Felix Bänziger u.a. ein Ausstandsverfahren beantragt.
Das Ausstandsbegehren gegen den a.o. Staatsanwalt Felix Bänziger (AB-BA) wurde damit begründet, dass Bänziger selbst in der Sache, die Gegenstand seiner Strafanzeige war, involviert war.
Zudem war Felix Bänziger in der gegenseitigen Rechtshilfe im "Fall Lockerbie" beschäftigt gewesen und sei zu Sitzungen mit ausländischen Geheimdiensten z.B. mit (CIA) resp. Sitzungen mit ausländischen Behörden eingeladen worden.
Nicht alle Akten aller Sitzungen liegen vor, da sie dem Beschwerdeführer MEBO AG & Bollier, nicht offen gelegt wurden; 35 Bundesordner des Nachrichtendienstes des Bundes (NDB) im "Sachkomplex Lockerbie" bleiben für den Beschwerdeführer MEBO AG & Bollier, weiterhin gesperrt).
Im Zusammenhang mit der Rechtshilfe, im Fall Lockerbire, an dem mehrere Geheimdienste und verschiedene Polizeistellen in verschiedenen Ländern tätig waren, und durch die Mitwirkung eines Mitarbeiters der Bundespolizei (BUPO) und allenfalls weiteren Personen, ist es zum eingeklagten "Prozessbetrug" im schottischen "Lockerbie Prozess" 2000/2009 gekommen.

New hearing in Lockerbie appeal bid
What an Easter gift! ... The Scottosh Criminal Case Reapppeal Commission (SCCRC) see the grounds for the second appeal, that there could well have been a miscarriage of justice in the "Lockerbie case" !
The 'Lockerbie Affair' comes in the highest level of escalation.
The late Mr. Abdelbaset al Megrahi and Libya have nothing to do with the "Lockerbie Tragedy! Happy Easter...

Robert Black QC FRSE is now Professor Emeritus of Scots Law in the University of Edinburgh. He has been an Advocate since 1972 and a QC since 1987. He has taken a close interest in the Lockerbie affair since 1993, not least because he was born and brought up in the town, and has published a substantial number of articles on the topic in the United Kingdom and overseas. He is often referred to as the architect of the Lockerbie trial at Camp Zeist in the Netherlands.
